1999. V70. Cooling fan cycles quickly

When AC is on coolant fan runs after 30 seconds which is normal. On this 99 V70 the fan starts after 30 seconds which is normal, but then shuts off after 5 seconds the back on after 20 seconds and continues this cycle. I have just repaired the AC and I do not want to sit in traffic and causes the high pressure to go up to high. My 96 does not do this. Is this normal on the 99? Any info is appreciated.
