2002 S60 Right Low beam does not work.

2002 S60 Right Low beam does not work.

My 2002 S60 right low beam stopped working. I have replaced the bulb. Checked all the fuses and messed with the shunts and i am at a loss as to what is going on with it. From what I can see the low beams share the Shunt, Relay, and fuse. When i disconnect the Shunt, or the Fuse the left light also turns off. I have yet to test the Relay as it is very difficult to access. I am not certain why the Right side would not function when the Left side does.

A appears to be the Shunt for the Low Beams when I remove it the Left light will turn off.
if i remove either of the the C Shunts nothing appears to happen.
B is what I assume is the Relay and it tested out without issue.

It would appear as though neither of my low beams work now. not sure what is going on.

check the fuse # 17 & 18 in the engine compartment 18 is the drivers head light, 17 passengers head light check for power at the fuse for the light that is not working, if not power with volt meter or test light when the key is on, go back inside to the CEM.

Both fuses are good and when I check voltage at fuse i am getting 11.45 volts.
