Short topic..I'm ordering snows for the 1999, which has 16 inch alloys, and want compatability with my 2005 which has 15 inch alloys.
Which steel wheel should I get: 15 or 16. Inch to fit both cars?

I don't know about the swap/interchange variables between those two cars but in the generic sense, I would definitely get the 15 inchers, skinnier is better for snows (to a point of course). You'll save a few bucks, too.

On the assumption 15's will fit both cars (i.e. theS70 doesn't have 302mm rotors which only allow 16' s to fit over the calipers), then 15" volvo steel will fit both 15" tires are a lot cheaper and more resilient to pothole impacts than 16's. Narrower tires cut through snow better.

Tons of (most?) non-R turbo cars didn't ship with the larger rotors, yet came with 16 inch wheels. If you are at all unsure about the rotor size then the first step would be to pop a front wheel and measure them on both cars. And write it down somewhere. 
Sounds like you want the 16's anyway, not a bad call. The 16's will fit just fine in the 05 well because they will be lower profile than the 15's, the lug pattern and hub bore is the same but the newer cars have slightly more offset (http://www.ipdusa.com/techtips/10010/wh ... lvo-models). So 16's on a stock 99 wheel may stick out a little bit on the 05.
It's a minor hassle but swapping the existing front wheels around will give you absolute certainty on the matter ...

Those are standard rotors, 15's will fit no problem.
