1998 V70 no crank problem after head rebuild

1998 V70 no crank problem after head rebuild

Just got the engine back together after getting the head rebuilt because of a burnt valve. Now I've got a no crank issue. Battery is brand new, with good voltage. When turning the key to start it just the ignition relay makes noise, nothing from the starter. I pulled the starter, bench tested it myself and took out to the auto parts store, both tests were good. Any common issues folks have had, something I might've missed. Also bypassed the green wire to the starter and still nothing.

Current Volvos:
1998 V70 T5, 112k sat 5 years, still in mechanical coma (finally at the top of the pile )
2004 XC90 T6 AWD: 186k, 60 on transaxle ( traded in )
1998 POS70 N/A: DD/training aid, 236k but really about 240k, I think...ABS module( passed on to son who sold it)

These may be too obvious but:

Can you turn the engine over by hand, with a socket on the crank pulley?
Double check all of the grounds and the battery cables.
Is the trans in park? Try rowing the shifter several times then put it back in park and try again.

I can turn the engine over by hand, checked the cables from the battery and all of them seem to be in order. To me it seems like a ground issue, but everything looks to be ok in that area as well. As far as the pnp switch goes, after messing with the car some today to no avail I got the up arrow flashing on the dash and the sew lights flashing in a row, which it wasn't doing before.

To bypass the pnp I just run a a wire from the male connector on the starter solenoid to the white female looking connection in the main fuse box?

Also is it possible for the starter to bench test ok and then not do anything once its on the car?

I can't answer your question directly, but you might be able to verify if that's the circuit with the resistance setting on your multimeter. I guess you'll need to know specifically what that circuit does if it shows a connection.
I'd probably check between the pnp switch-to-fuse and there to starter. But it will probably go through the key switch and shift lever switch, too.

I think that checking these links for continuity would be the best way to troubleshoot.

I'm at a total loss as to why this car won't start. I ended up purchsing a new starter, but still nothing. Today I tried shorting the starter with a wrench to get it started since it has 12 volt going to it, still nothing. So I tried running jumper cables from the battery to the small terminal on the starter, and still nothing. Thinking then that it must be a ground issue, I attached the black jumper cables from the body of the starter to the negative battery terminal, and then tried to run 12 volt directly to the small terminal. Still nothing, not even sparks where the jumper cable makes contact.

Would all this imply that the starter isn't grounded? Where does the starter ground itself to? This issue has got me stumped. Does anyone have a link to a diagram that shows where all the grounds are? Or and other ideas.
