I've done substantial searching and read hundreds of posts, but haven't found anything specific to my situation.
About 6 months ago, my passenger side parking brake started making an awful sound. It seemed like the top shoe had shifted and was rubbing. I removed the shoes and springs and ordered replacement parts. I tie-wrapped the cable end and forgot about it. Now I'm due for my annual inspection, so I need to swap in the new parts. Everything went in relatively easily, but there is no tension when I pull the brake lever and I can't see any movement at the brakes.
I took off both wheels and rotors and everything appears to be fine. I tried pulling on the cable from the wheel side (assuming it would give quite a bit if broken), but wasn't able to move it at all. I only did this from the passenger side as I didn't want to remove the old shoes from the drivers side.
I verified both cables are still connected to the handle.
I'm assuming that even before adjustment, I should see some movement when pulling up the handle, correct?

It should move when you pull the lever even if it doesn't get the shoes tight against the drums. My guess is that the cable is broken and rusted in place which is why it won't move when you pull on it from the axle end.

Just changed a cable on my car recently. They seize where the mounting point for the cable sits on the rear sub-frame about 15-18" from the back-plate. Sometimes they will actually snap at that point. It is a stinker of a job to replace the cable, but look up on here as there are instructions somewhere. I know I have written some in the past.
Eventually (no help to you now), I will right up a full how to with pictures.

OP is posting from Texas - I'd expect rust to be minimal.

If its an auto, let it be. It a manual: time to rebuild/salvage parts and get this fixed.

Don't waste your time using used cables on this car. It is not a 10 minute job to replace a cable, so pay for OE or good Aftermarket (is there such a thing) cable(s) and replace.
Even with an automatic I like the parking brake to work to reduce stress in the transmission on steeper inclines.
