I'm assuming there is a faulty relay at work here. Both left turn signal bulbs stay illuminated when the directional lever is pressed downward for a left turn, but they don't flash. Also, the indicator arrow on the instrument panel is on, and does not flash.
Two questions:
1. Is the flasher relay the likely cause?
2. Where is this relay located and how can I recognize it?

D'Oh! I just did what I should have done before I asked this question: searched the forum to see if the question had already been asked and answered (yes to both). Sorry folks. Looks like I have my work cut out for me to diagnose this one. Could be fused solder on the bulbs, maybe a bad connection in the hazard switch module, etc., etc.

The flasher relay is part of the hazard warning switch of the Volvo 88-90 760, 940 SE, and 960 (contains 2 relays). Try the hazards, if both sides flash replace the hazard switch. At first I was stumped on the location of the flasher relay on my 1988 760 Turbo.

HAH! It was the terminals of the left front turn signal bulb (see picture). The front turn signal bulb has two filaments (one is for the running lights), and thus two base contacts. The solder of the contacts had softened due to heat, and they were just touching enough to make this an intermittent problem. Hazard relay is apparently fine. Replacing the left front bulb cured all the symptoms. You need to remove the top half of the air cleaner housing to get at this bulb easily, unless you have hands like a Barbie doll. Thanks to all.
