1992 940 Idle extremely Low 100-400rpm on start

I put in 87 gas and the idle is low. Sometimes it just cuts out and I have to start again. The car has adjustable fuel pressure. Would increasing fuel pressure help the idle issue? Or is there a different system that would help me adjust the idle speed? My old 240 had a carb-style twisty adjuster for idle speed, never had a chance to play around with it though.

Make sure the idle control valve is connected and functioning.

its the Bosch LH 2.4. Does the Bosch have the ICV?
