Today, after turning off my car, I noticed a whining noise coming out of my engine. It decreased in pitch and volume over about 30 seconds after turning the car off.
I turned the car back on, and noticed that the noise did the opposite when the car is turned on: it increases in pitch and volume for several seconds and then stabilizes to a particular pitch and volume as the car idles.
I recorded a video so that you can hear the noise, in case that might help: link. The noise starts to become noticeable about 10 seconds into the video.
Does anyone know if it is safe to drive like this? Any help is appreciated.

I will raise the front of the car on jack-stands, remove the front wheels, and bring engine to operating temperature.
And then listen for the noise from the passenger side wheel well.
Not saying, it sounds like water-pump bearing.
It needs to be isolated carefully, there are too many possibilities at this point.
How many miles on it? History of schedule service?

Another thing worth mentioning is that the sound was gone this morning. Yesterday was a very hot day, and I had been driving on the interstate for an hour with the AC running before turning off the car, at which point I noticed the problem. The sound persisted throughout the evening yesterday, but the sound was gone this morning.

I haven't noticed any roughness when driving. Are there particular symptoms I should look out for with respect to the auxiliary belt? I have never had the auxiliary belt replaced. I bought the car with 100k miles, so a previous owner might have had it replaced.
I did have the timing belt replaced a little while ago. It was maybe at about 150k. The only other part I can remember replacing is an ignition coil.

The auxiliary belt has to come off to check for cracks. I would also take off the tensioner and check for play. Don't wait for it to fail. These two can be replaced relatively easily for fewer $$.
It will have an stabilizing effect on alternator, PS pump, oil pump, A/C compressor, and could improve battery charging too.
I would forget about previous owner's services and maintenance. Start Fresh!

There is an intercooler pipe leading to the turbo over the top of the engine so of course it's a turbocharged car.
If noise stays on use a long screwdriver and touch the engine at various places while holding the handle to your ear. This is a mechanic's rudimentary stethoscope.
Remove serpentine belt while engine is operating with the noise (of course switch off engine first) and see if noise goes away. Turn the accessory idler by hand while it's off to check for coarseness and also turn power steering pump and alternator by hand to check for play or coarseness.
Replace serpentine belt !! Too many miles on it. The grooves on that belt can be so worn that it causes a mild slipping and noise.
Do you always have headlights on during the day? This will wear an alternator out in no time.
