98 S70 Black Mystery Plug In Fender

I was replacing the fender liner on the driver's side today and spotted this plug attached to a hook almost behind the spot where the Volvo emblem/side marker lights go. I had planned on installing side marker lights eventually and thought that I got lucky and had a base model already pre-wired.

The plug doesn't seem to match those lights and is more like a fog light plug. It's definitely meant to be in the spot I found it though and the wire leads back to the same wires for the fog lights and turn signals. Any side marker light I've pulled before never had any kind of adapter or something, just wires leading back to the front.

Can anyone tell me what this might be?

Edit: Okay, I see now that there isn't one on the passenger side.

It's pre-wired for something your car is not equipped with.
'97 850 2.5 20v / fully equipped / Motronic 4.4 from the factory / upgraded with S,V,C,XC70 instrument cluster / polar white wagon
