960 wiggly idle

Hello Everyone,
I have a 960 with a wiggly idle. I drive down to a light, stop, the car feels like there's a little rough idle. It surges up 25-50rpm and then drops, like it is struggling to stay at a constant. If I try to accelerate when this happens, the car feels like you're trying to drive with the park brake on, like it's hesitating and struggling to get going.
