Sorry but you won't get a fast start out of your Volvo, 0-30 is not there but after that you should pick up quickly. You can upgrade your turbo with a 16T from a (98+) 2.3 engine and have a tune (check one of the sticky threads which has all the answers from engine to tune). Open it up with a 3" downpipe/exhaust, maybe a front mount cooler. There's a lot of things you can do to it, just have to set your goals and keep the limitations in mind.

After making sure the car is in top running order - Search wastegate rod adjustment.
Adding extra boost at low rpm is hardest on the internals. The car should be peppy though. Remember that if the turbo is worn, the turbo controls are worn or the air/fuel sensors are out of spec it will not accelerate as new. Lack of compression and overall bad health of the motor will also drag you down.
A properly tuned lpt is peppy under 100 mph and then averages out with other cars.
