will not start

Turn the key on and I get a selenoid click(just one) but no motor turning. After a bunch of tries it will fire up. Could this be anything other than a starter replacement? I fit was the neutral safety or key antenna would I still get the starter selenoid to click? Battery is checked and fine (load tested it).
