Hi all,
My '97 T-5 Wagon has an issue when I fuel it up at the gas station. After only about a dozen seconds of fueling, the nozzle "clicks" off, and I constantly have to fight this until the tank is at a reasonably full level. The car also has a CEL code for the EVAP system, code PO440.
Any ideas to where the source of my problem lays?

I had that issue with one of my 04 C70's and found that filling it up with the car running is easier as the problem was only be with car turned off. Anyway... Here is what I did... I replaced the fuel filter and put some fuel system/injector cleaner in and have had no problem like that since.

Filling with the engine running is not permitted at service stations here in NZ and considered a high risk hazard.

OP: You have a block somewhere in the tank hoses or vent that's preventing air from excaping as you fill the tank.
Lots of posts here about troubleshooting the EVAP system. Your problem may be #1 or #20 on the list, depending on your luck!

Is this a new issue or has it always done this?
Reason I ask is most of my P80's do this with the type of pumps we have here. The round disc they have to prevent splash back prevents the air from escaping quickly enough. Try pulling the nozzle back out an 1" or so and see if that helps.
I was having an issue with a 97 850 NA with the pumps here and doing this helps. When I took the car down to California they have pumps with extractor hoses to prevent gasoline fuels leaking into the atmosphere. With those I had no issue at all. My brother who lives there said he has found since they changed to those pumps he no longer has issues.
That does not mean you don't have an emissions issue also. Volvos around that year into 98 have varying emissions systems so identifying which yours has is hard to guess. Check all the pipe work for the emissions, and in particular the pipes to the carbon filter under the LH fender just in front of the front wheel. Common for the pipes to rot and fall off there.

Is this a recurring problem? Or has it only happened once?
In August, my gf's daughter purchased a 2000 V70XC (light pressure turbo). The day after purchase, we noticed the fuel level indicated that it was low (trip computer said we had 70 miles left on the tank). We went to the gas station and could only get 2 gallons in it. No matter what I did, the pump kept cutting off and spitting gas up like it was full. I never had this issue on any vehicle before...so I figured the tank was full and the sending unit was bad.
We drove 90 miles and the engine ran out of power (classic signs of fuel starvation). I put in 3 gallons of fuel from a jerry jug, car started right up and I limped it to the nearest gas station. We had no issues filling the tank up to full....and sure enough, the gas gauge worked (doh!).
She has not had any issues filling up since then (many times now), and we chalked it up to being a faulty pump at that first gas station. No CEL on her car when this happened, or since then.
