need advise on purchase of an adequate scan tool for my 99 V70xc. I bought a cheap one and apparently it only gives codes on emissions issues. It wont identify more specific drivability diagonostic codes. I don't want to spend $200. I overheard a discussion that Volvo codes are specific and that most OBDII won't read the important ones. Any credibility to this??

Yes, $200 would be cheap.

An old laptop (or even a newer one) and purchase a copy Vida/Dice unit with 2014D generation software would be under $200.

There are threads in the Vida/Dice section on this subject. There was an issue that you could only run these older generation software on a Windows Pro 7 software and IE8. This has now been overcome by a few clever folks who have it running on Windows 10 and newer versions of IE or other browsers. Do some research over there.

Volvo does use a lot of weird codes and stuff, but even my more basic readers will often be able to pull trans and engine codes. Where they usually fall down is accessing ABS and heater system or SRS codes.
