I have been told by my local Volvo dealer that in order to reprogram a used ECM, they have to have the car that it is coming out of, and the car it is being installed in. Doesn't sound likely. What say you?

Is it the module that sits near the power steering pump? These don't usually go bad, can you tell us what the issue is? What can happen with these is corrosion at the lower connectors, which is easily fixed with some cleaning and dielectric grease. Here's how to remove them without the special tool.

These modules normally are programmed to the car, and I'm surprised you found a dealer that will accept to reprogram a used one. Not even sure if it can actually be programmed. About the only module with the CEM that are supposedly not programmable.

Maybe try with xEmodex first, they should have a correct answer for this.
