17" Volvo Neptune wheels with 3 new tires

17" Neptune wheels. They don't look bad, but could use paint or plasti dip to make them 100% again.
There are no cracks or bends, and all the tires hold air.

It comes with 215-45-17 Nankang NS20 tires that have only 3000 miles on them.
The tires measure 9/32nds tread depth, when new, they are 10/32nds(40,000 mile rated tread). One of the tires popped, so now one needs to be replaced. A new one is like $60.

So you have 4 rims and 3 tires? What are the manufacturing date of the tires (What Is Tire DOT Date Code)?
