16 year old male driver with poor grades in Russia must have a premium of $112,590 per year. And a $2500 deductible.
I think they arrest you staying at the scene of an accident if you can drive off.
I was given a dashcam for Christmas with rear facing cam too. So far nothing worth Youtubing. I know there are stupid wrecks in US every day but the dashcams are not in abundance to catch them like in Russia.

Dashcams are for showing the judge what really happened. Yes, silly/stupid accidents happen everywhere, but I wonder if there is a higher incidence in some countries.
Stats tend to be based upon deaths per so many miles driven...not based upon total accidents.
In US, there has been a reduction of accidents, due to better road designs since 1950s, where two lane highways were the norm. Interstate roadways have reduced greatly head-on accidents, which were common with two lane roadways.
If you look at a 1950s highway map, with one from today's, a person may be puzzled.
