I believe my high beam relay is bad. I see where it is thanks to some help from this forum. Under the dash on left side behind the headlamp switches. But how do I access it to pull and change the relay. Does it drop down or do i have to take apart the dash?
I see a bolt at the top of the relay panel. Does that allow the whole panel to drop down? I also see two torx screws just under the computer read out hook up. Taking apart the dash looks a bit intimidating.
How do I access the relays under the left side of the dash?

If you are referring to those that are on the CEM - look for a video of CEM removal. Xemodex has a good video.
You should be able to disconnect it from the mounting points and it will drop down.

As above, if the relay is inserted on the CEM module, either undo the small plastic trim above the pedals (one with the light) with a T25 torx, and see if you can locate and access the relay using a flash light. If access is not possible, the CEM must come down - your 2004 I believe the CEM was different and difficult to pull from there - plus it has several weird connectors on it. It also has two mounting bolts accessed from outside the car under the windshield cowl. Look up on Youtube but watch the one for your year model. No need to remove the dash, but not straightforward job. I believe the thing also has to rotate somehow in order to slide it off its braket
