98 v70 vent change stuck

My vents seem to be stuck partially. The floor mode kinda works, but the vents dont completely switch from defrost to face to floor, etc. I noticed this yesrerday while it was 71F not counting humidity. The defrost is stuck partially so with AC on the windshield fogs up while its humid. Also when i turn the fan on high in face mode, there is not extreme flow of air like there should be. I assume this is because of the parial stuck vent. Can someone please tell me if this is vacuum controlled or electronic? How do i fix this issue?

If you have ECC they are electronic....there are damper motors in there...4 in total.
Could be bad ECC or just bad damper.
