No fuel pump power

Hi there. My father recently picked up a 93' 964 down in Texas that is in very good shape, except for one minor detail. It will not start. The engine turns over yet the fuel pumps are not running, but it will fire right off with starter fluid or a gas-soaked rag in the intake.

We've been browsing through the few wiring diagrams and he's been fiddling with it when he can but here's what we have so far:

- fuse 31 is good
- new fuel relay
- 12v to port 1 on the relay but all other wires are dead (makes clicking noise he says)

I am wondering if either the injector relay in the engine bay is bad, or I may have a bad switched ground in the ECU that would control the injector relay to send power to the coil side of the fuel pump relay.

Any help on similar experiences or where we may want to look next would be beneficial. We're both mechanics and are not unfamiliar with Volvos, but this is our first 960.
