I would disconnect the fan motor. The fan is very easy to find and change in Volvo 740. Just take away the cover under the glove compartment at passenger's seat. You will see the fan(-motor), release one or two looking screews. Twist the fan maybe 180 degrees, and it will be loose. You will have it out within 15 minutes! Disconnect the electric connection and check if you still are blowing fuses. If not, get a new fan!

You said it was very cold. if the black rubber drain tube is not working, you can get water staying around the fan. Maybe the fan was stocked by frosen water when you blowed your fuses. Now the ice is gone and the fan is working. You need new grease for the bearings. Check the drain tube.
