You need a reset tool for a 98 for the Service light. There used to be cheap tools out there that could do that and the Airbag light on the 98's but I am not sure if the icarsoft will work on a 98. You said you wanted to reset the SERVICE light. You already have an OBDII bluetooth. For $2 it seems like you would be willing to install "850 OBD-II" app, then test if your existing OBDII bluetooth tool will work with "850 OBD-II" app to reset the SERVICE light. If it does, then...

I don't think you have any worries. If it was sold as a " kit " then I would think the tensioner was included. And 8k over 4 years is all good.
However normally the water pump is replaced along with the belt, but I think that's just because it's right there.

Since your car have mechanical tensioner then yes, likely it was changed. If hydraulic I wouldn't assume.
Water pump is usually good to at least 200k, better to leave the old factory one in there than put in a crappy aftermarket one.

They should turn off immediatelly after the car is locked.
Otherwise...they turns off after a minute or so.
There should be three positions of the switch...always off,on/off with doors opened or closed and always on.
Check if switch is in proper position.
