I always thought that soft meant they had air in them; they are not a sealed unit and will refill with 100% oil in their own in time. They do have check valves in them. Re: Cooling Fan not coming on
1. Disconnect the Engine coolant temperature (ECT) sensor.
2. Place a 150 -170 Ω resistor across the wiring harness.
3. Start engine see if the fan is running.
184 Ω = 100 °C (212°F).
170 - 150 Ω corresponds with a temperatures greater then 100 °C (212°F) .

Owners manual for the 1999 s/v70 serpentine or drive belt has the wrong diagram in it. It shows the -1998 one.
In my 2000 in NA, they deleted the incorrect diagram
FYI , serpentine belt replace interval is 60,000 miles

Even more complicated 99 NA…no VVT 99 Turbos Exhaust VVT 2000 NA intake VVT 2000 turbos Exhaust VVT ECUS dOnt swap, which is moot as they are pinned to VIN anyhow. The two solenoids are unique Definitely search by engine number as there may be a engine number break on these changes, not a VIN BREAK ...

I like the 421 Emerald Green exterior. All the Volvos we have owned have had excellent paint quality. The interior is the somewhat uncommon 3990 Arena with granite leather.
