It is a 'cam reset valve' (VOlvo term) or cam solenoid error on the exhaust cam.
- Incorrect cam belt timing
- dirty Cam reset valve (VVT solenoid)
- dirty oil or poor oil performance
- Bad VVT hub

Inspect the VVT solenoids, especially the exhaust one. You need a new gasket for each: https://www.fcpeuro.com/products/volvo-camshaft-solenoid-gasket-reinz-30731212 It is not uncommon for mesh filter in this gasket to clog. thats my oil change code, occasionally I toss a filter in too. Code goes away after that.
