SOLVED.
Solution was found on the site here on a post by Tonyx back in 2013.
Just a bad connection of the green wire at the bottom of the starter solenoid.

I did this job once on my 98 V70 and re-used the lines. It was slightly different than yours because on the V70 the FPR is down on the rack but it is the same small FPR with lines on both ends of it. That's the last line of defense! We don't have Dorman solutions here in Serbia,abscate. It's junkyard or stealership option. I wonder can the return line be just re-used on the new fpr? Well. It's official
I ordered a new rack from Detroit and will start the head Job next week.
Botttom line is , with a cold JAnuary the weather will likely swing warm in Feb, and I can get a head off in a half day I won't need another car until March and I will have Shaggkira done by then , too

Same, I leave replacing the valve stem seals to the machine shop. I have paid close attention to the posts about who makes the valve stem seals.
