You need to get a volt ohm meter (VOM) and check for shorts. If you have a short you need to find it and fix it. For finding a short one uses the Ohm scale on the VOM. One lead goes to a known ground point on the car, the other to the wire being checked. You will often find voltage at the load side of a disconnected fuse because of cross feed from loads with ballast resistors , diodes, etc on other circuits. First 2 things I would check:
1) The brake dust shield is not touching the rotor.
2) It could be the support bearing on the RHS axle. It sits just behind the RH rear corner of the engine.
