If the car ran dry of fuel, the fuel pump may have burned up, and is very weak now.

It is a resounding yes...
I have played with so many PEMs on 04 V70, 05 XC90, 06 S60, 07 S60 etc.
Although the PNs are different, they work just fine, no issues.
I posted info in forum.
I'd pick a later part, if given the choice, the one PN ending with ___225.

Open up your jump cover on the fuse box under hood and inspect the primary cable coming up from the battery. Look for dark corrosion or signs of duress there. I have checked all of the connections I have found, no looseness or corrosion. I think it is important that the electricity did not reduce, it shut of like a light responding to a wall switch. Check voltage directly at the starter connections while cranking. This will tell if you have large voltage drop through power or ground cables to the starter. If large voltage drop, then test each cable for voltage drop under loaded conditions.
