Each time you disconnect the battery you reset the ECU and other modules, when you connect they c9mr alive and go through some routines before settling down.

0,050 Amp is a reasonable quiet drain, 0,005 Amp is really low drain

Your 99 GLT has VVT exhaust , and non-VVT INTAKE.

set the intake with the mark dead on. It’s the exhaust that needs the one tooth bump.

If you set it on the mark after the 1/4 turn backwards it will run ok even if it codes

Your turbo GLT h as exhaust VVT, while a NA 2000 base model has intake VVT. THEsolenoids are different.

Compression test won’t tell you if it’s a bad head gasket necessarily, but if it’s good then valves are in good shape. With an unknown engine there is not really a good path other than running it for a bit then pulling plugs and look for steam cleaning
