Ps fluid isn’t that critical but ATF is correct for the 1999 model year.
I have Pentisin in mine now because I use that in the 2005 as well
Both ATP and Lucas have been reported as successful

Re: 1999 V70 XC (B5254T) Fuel Pressure Regulator
I believe you have ME7 engine management on your 1999 XC and that does not have a vacuum controlled FPR like the -1998 cars. Pressure is regulated back at the tank rather than up at the engine.
Its a really reliable system so if you are down to the FPR on tank top Im afraid thats got to come off.

I don't know the XC90 well but if its the same mount style as the P2, starting in about 1999, you probably have to loosen the top mount bolts to make sure the bottom ones get seated right into the engine mount. Both those bolt heads should go flush to the AC compressor frame, correct I think that is...
