Quick struts seem like something I can do myself. I only hesitate due to the almost insurmountable problem I had connecting the strut bushing to the control arm during the left rear coil spring replacement linked above. Do instead of cutting the wire , pull relay 2/53 and test to see if it is fused closed.
If it isn’t , your ECU is pulling the relay closed by fault.
You can solve the drain problem by just pulling the relay.

OBD “ standards only cover basic diagnostics. The specifics of engine management are proprietary code for each manufacturer. That’s so they can defeat emissions testing and hope no one will discover it.

Have you had the wheels off and inspected the tone rings on each wheel? It will only take one bad one to convince the car a wheel is slipping and activate ABS
