There should be another hard vacuum line that runs from the open nipple to the air door motor under the air cleaner

Buying parts like this on eBay is not a good strategy. Good parts are expensive , but that is how you get the “good”

Are those hoses warm or too hot to touch? They should be the latter if the core is in full flow.

Here is the cheap diagnostic next time the no-start occurs A three second blast of starting fluid (ether, or di-ethyl ether, same thing) into the snorkel, followed by cranking, will tell you if you have a cold induced fuel delivery problem.
