In Oakland CA: replace it and then pull it back off after inspection. You can get one at any auto parts store, just generic flex tubing like that in the exhaust parts section. The deal with SAS and CA cars is that if the tech knows what they are doing somewhat, and do their job of looking for the emissions sticker and checking if the equipment is all there, then you will fail by completing the SAS delete. The filter (#16) is Volvo part number 3538564.

Air pump works for a few seconds after starting a cold engine and sometimes at prolonged idle when ecu ask for it. I'm impressed that the SAS trouble code was the first one you've had on a 22 year old car -- super reliability!!
Could the lack of a chime at start up be due to a worn out electrical portion of the ignitiion switch?

You can empty it into a friends car by cracking the union at the fuel rail and using fuel hose to route it to the empty fuel tank
Empty the first two gallons into a gas can for your trip.
Jump the fuel relay with a. Piece of wire to pump gas. It will take 20-30 minutes to empty a full tank
