cruise control vac pump. Interestingly these go back at least to the 940. didn't know they were still being used on the 98 cars.

It's a vent for the automatic transmission case.
I've never done anything to it on my cars. You could wipe it with a solvent-soaked cloth, e.g brake cleaner on a paper towel.

In general, the installation looks fine to me, based on the photos. The fraying on the edge of the belt in the last two photos wouldn't worry me. I will let others speak up about this because I may be confusing this situation with some research I did of the larger 960 engine which was one of these m...

People on this site have had problems with the Gates timing belt, not everyone but a few, so you are wise to check it out. Are you saying the pulley is INA? What about the tensioner is it Aisin? - I distinctly remember the belt riding in the middle on my 98 S70 T5. Looking back at my old post I see that the pulley is wider than the water pump unless it is due to the camera angle. Yep, the oil dipstick tube and the transmission dipstick tube use the same sealing ring.
I would spend up on this seal, shell out the $5 for a factory one (e.g. https://www.fcpeuro.com/products/volvo- ... 30637865oe or IPD probably sells them too).
