I found alternative solution to cut the tube in the middle and added the new one, i bought it from home depo .5" with connector.

I don't know why yours is raising the 15 degrees, but I use a battery terminal puller like this one https://www.amazon.com/OTC-4611-Battery ... B000ZIZ32W to remove the wiper arms and that works good. You can get them at any local parts store too.
