The wife's 06 had the same issue. Turns out some PO had changed the fluid and put the wrong kind in.
Had the indie flush it twice and it is 90% better, still pulses a bit most noticeably on long left curves.

Fluid shouldn't be brown, needs to be a clean green. A good flush is needed. Hope this is your solution.

I would suspect the electrical portion of the switch is toast. Easy to replace once the plastic is removed from the steering column.

That's a relatively easy job to pull off. There is 2-3 torx underneath the steering wheel that need to be removed. Once those are out the plastic separates into two halves.
