If the propshaft spins by hand when the wheels are on the ground, then the either the sleeve is stripped or worse. Either way; that's going to be a job. I don't know why yours is raising the 15 degrees, but I use a battery terminal puller like this one https://www.amazon.com/OTC-4611-Battery ... B000ZIZ32W to remove the wiper arms and that works good. You can get them at any local parts store too.
