I use any type fluid nothing changes. Sounds like the U joint on the steering shaft is getting tight, about $80. plus labor, seen it plenty with my Volvo fleet.

Did you say you checked fuel pressure? You can hear fuel pump cycle when you turn key to position 2?
I don't think 2001 had PEM, just old style FPR. I may be wrong on that though.

Fuel Pressure Regulator just bypasses extra pressure back to the tank. Nothing real fancy but it works, where as then PEM varies the speed of the pump to match engine needs at different loads. So I would start by listening for the pump to cycle at key position 2. It will only do that for half a seco...
