Is that copper looking beaded wire fixable

Hello all can anyone help my s40 1.6 won't turn over the battery went dead and have charged it up and it still won't start am I right in thinking it could be the starter motor. Is there anything I could try before getting a new one

Hey guys I'm new to here I have a issue with the passengers side rear coil spring rubbing on the inside of the wheel arch it looks like the rubber that it sits on has slipped or wrecked. Do you know what it is called so I can order one or send me a UK link please and thank you guy
