I fixed it. So apparently the exhaust hub was seated about 1 1/2 teeth off from its timing mark.

What I was not doing however was rotating the cams CW 90 degrees and then ccw back 90 degrees to their marks. Apparently not doing this caused it to throw the code. All is well now. Thanks guys.

You need set these marks ( which are not TDC marks) by rotating the crank past the marks by 90 degrees , then turning the crankshaft backwards to return the crank mark to alignment. After this , take a picture of both intake and exhaust cam and see where they are relative to the notches on the cove...
