I also found an auction on Ebay and there it is $60 for a repair to any part, including the one you list. The only problem is that they're often not happy with pre-opened units.

I would second the Battery comment, but it could also be the alternator. If it's the alternator, I just did mine on a 1999 S80 T6 and it was not a terrible job. The battery is pretty simple to replace.

It really sounds like your throttle is bad. Even if the dealer has cleaned it and reinstalled it, they often don't work, and will result in very similar symptoms to what you are having. I just did this on my 99 T6 as part of another repair. You basically loosen it by slacking off the tensioner with a 14mm wrench or something similar. In terms of the ETM, those certainly go bad, even when replaced by Volvo with the new unit and the updated software. Really the only (mostly) permanent solution for these is to buy a redesigned ETM from Xemodex.
