If chip (I assume you are referring to IC - Integrated Circuit) is broken, why does it work at all? It works, except I have to push a button 3 times for it to take an effect. I could be wrong, but I think something else is going on here.

Thank you for suggestions. The reader I have supports CAN bus as well as others but still doesn't work on my Volvo. In California the auto stores are no longer allowing to have OBD2 reading to be performed, that is what I heard. However, I will go and ask to see if they will or not. Thanks again guys.
