Yes, this is what it turned out to be. I had to both remove and replace the radiator and intercooler together. I found out if I remove both together, they clear the wire loom at a higher point where the loom is both more flexible and has more clearance for what is coming out.

I am (attempting!) to replace the radiator on my S60. I'm doing it alone, also I'm attempting it without removing the intercooler, if either of these makes a difference. I've just about got the old one out, but I can't figure out how to get things past the wire loom on the passenger side.

There is also a fuse panel inside the car that might be the issue.

My car is a little different under the hood than yours, so I am not 100% sure, but I believe that is the switch to the brake booster vacuum assist pump. If it is, you're certainly missing a few parts.....
