Issue resolved, by combination of power bleeding and aggressive brake pedal action.
My best guess is that there was air in the abs block that was difficult to bleed out .

All four should bleed. Disconnect the lines from the caliper and press on the pedal and see if fluid comes out while the caliper is not connected.
