Check the elbow on the vacuum line behind the power steering pump. It is attached at the end of the intake manifold. If this elbow has a hole,it will set a code for too rich.

When does this 30 seconds of boost happen? Every time you press on the throttle or at full throttle. I understand the T-5R has more horsepower than the T-5, but is it only for the 30 seconds. What hpppens after the 30 seconds has expired?

I would think you would get full boost at wide open throttle. Maybe the throttle position switch is not telling the computer that the throttle is wide open.

The relay you mentioned is the cruise control unit and it is located under the hood with the fuses. Just remove the cover and you will see the control unit. I just fixed my 97 850 T5 cruise control and it turned out to be the vacuum line that runs from the vacuum pump ( under the battery) into the car. The leak was right under the air cleaner.
