I have two V70s both with P0442

I realize this has been posted on but I can't help believe that there is a specific design flaw. I have had my 1998 V70 AWD for years and ever since I can remember it has given me the P0442 code (small EVAP leak). The code is given/CEL comes on after driving for 10 or so minutes, stopping at a stop light, right after hearing the solenoid click in the driver's fender (purge valve). I finally got around to taking off the inner fender lining and replacing the purge valve and checking out the hoses. The hoses looked fine and the solenoid works.
I just bought a 1998 V70 XC and am getting the same code after the same situation...stopped at a stop light, hearing the solenoid click, and boom, the Check Engine Light (P0442).
I was recently at the salvage yard and ran across a 1997 V70 in which someone had already removed the driver's side fender, so I saw the purge valve and carbon canister right in my teeth, so I thought I should snag them so I can try and replace the carbon canister and try another purge valve (shrug). I suppose there was some valve on the driver's side of the radiator fan housing that I should have grabbed/replace as well, I don't actually know what that is?
I can obviously replace every hose, tube, valve, canister, sensor...the entire EVAP System but I was hoping that I could focus my attention on what is most likely the problem.
Like I led off with...it seems like it might be a design flaw, and the same part that always fails in the 1998 V70s...what is that part??

On the xc70 there are a huge number of hoses in the vapour separator on top of the fuel tank only accessible by dropping the rear axle assembly. The whole system has to have integrity for the evap system to pass the leak test.

28 year old hoses fail and get chewed by mice. It’s a big job to drop the axle but you can read it here.

I have a friend with a 98 V70 NA/base model with an Evap leak that we have not been able to trace. I need to smoke the system but getting the car is a challenge to have it long enough to do. It has been this way for 10 years or more. I only started helping with it in the last couple of years. I have narrowed it down to I think the top of the fuel tank. Problem is like Abscate says the only way to really see it is to drop the fuel tank, even on the FWD car. It has some strange metal cover over the fuel pump I have never seen and it will not come off. I have the feeling the tank may have been nudged at some point backing over something not allowing the cover to be removed.
