I'm in the process of replacing my serpentine belt tensioner and idler pulley on my 95 n/a. It must be another year older, I just can't find tighten torque for these mounting bolts (for tensioner and idler). Appreciated greatly if someone can help me on this!

VADIS lists the following:
Tensioner Pulley: 30Nm (22 ft lbs)
Idler Pulley: 24Nm (17.75 ft lbs) (if re-using, make sure and grease the bushing in this pulley).
Auxiliary Belt Tensioner 20Nm (14.75 ft lbs) for both screws...also the same value if you remove the center screw of the tensioner to regrease the internals.
I always thought the VADIS values were a bit low and would nudge the bolts just slightly more than the listed values.

I start to think my VADIS is a bad version which gives wrong info on this section. It doesn't even have an idler on its "Auxilaries / belt tesioner replacing" part, and the tesioner looks so different from the one we have.

Well, it also list the mechanical tensioner- something yours and my car don't have...but basically, everything else seems fine. the free download of the 850 service manual in the pinned section has basically the same information (sans the mechanical tensioner info) as well.

BTW, I found a "new tool" to turn the serpentine belt tensioner. Its a lock bar for Craftsman tool chest, which is a 1 1/32" wide steel strip bent 90 degrees on the end (about 1/2" long). Insert that end into the diagonal line of the square hole, that makes the tensioner open soooo easy!

That's great! The last one I helped with ('93 850) used the 3/8 inch nub of a ratchet and that was it....very easy! I was surprised at how easy it was...only thing was there was no hole in that particular tensioner to slip something in to hold it up, but it was easy enough holding the tensioner with the ratchet and one hand while pulling the belt off with the other...a yard stick with a nail bent at 90 degrees helped with the lower part of the belt.
