My 855 won't start.
Put in the key and turn and it doesn't crank.
Christmas tree on the dashboard.
Fuel pump active.
Sometimes I'll get a click like a relay and sometimes not.
I've seen a number of references to a "starter relay" but no instructions on where it is.
Help?!
Starter relay?

Chances are you have a failing PNP switch. Try rowing the shifter back and forth from low to park, quickly, about 20 times and then see if the car will crank.

Bad camshaft position sensors? Or ECT? Usually those two sometimes cause the no-crank problem.
Are there any codes that you can get?

Sorry, the engine coolant temperature (ECT) sensor will sometimes not allow the engine to start if it's faulty, although I think usually it will still allow it to crank.
Pretty certain though that the cam position sensor will not allow cranking.

I vote for the cam position sensor.

I'm going to resurrect this thread b/c I have the same intermittent issue as the OP. Happened this morning where turned the key, everything lights up as normal, fuel pump on but no crank. I held the key in the "start" pos for ~20sec before the car turned over and started. PNP has been replaced in the last 2yrs, cam sensor replaced a few months ago, no CEL codes. My gut feeling is there is a sluggish relay somewhere. Any thoughts?

The 1998 S/V70 has starter relay (previous years 1994-97 has no starter relay).
To test the starter motor, remove the Starter Relay, use a jumper wire and jump 30 and 87, the starter motor should run, if not the problem is in the wiring or starter motor itself.
I made a diagram here for all the fuses/relays for the 1998 S/V70:
