I had the same problem. It was the antenna ring. I was able to get a used one on ebay for $30 to replace it with.
Part numbers 8621509 and 8673073 should both work. My car had the latter one and was replaced with the first one. They both seem to be identical.

One last thing, 5sp mt so no transmission lock-out. Once she starts, I'm good to go...until the next key turn.

The quick dry brake cleaner may not have dried quick enough besides being harsh. Should use DeoxIT near or around electrical parts.

Solution: Immobilizer antenna ring was bad, possibly contaminated when I cleaned the ignition tumbler. New OEM part (8621509) was $72.99 shipped from FCPEuro. Once installed, all three keys started the car with the 1st turn of the key.
Advice to those with ignition tumbler problems, remove the Immobilizer antenna before cleaning out the tumbler.

Quick question, as I it relates to the items above in this thread. Kids 05 XC90 just started getting “Start Prevented Try Again” with the original key fob. Fob still will lock and unlock doors properly. Chipped valet key (no fob) starts car fine.
Is it possible for the immobilizer chip for ignition to fail, and the lock/unlock still work? For context, the original plastic fob was starting to fall apart, so I wonder if that could’ve damaged the chip on the little circuit board. Bought a $10 eBay plastic fob shell but now fob will not start at all, was intermittent previously. Lock unlock still works with the new fob shell.

It is not usually the 'transducer chip' that fails. It is in the small front part of the key fob that holds the flip key. Do you have another key that works? If so try that first. If that also does not work then it is more likely an issue with the antenna ring needing the connector pins cleaned or the antenna has failed.
You can buy transducer ships, but when we had this issue, we had to get Volvo to reprogram the fobs, but the only way they were able to d this was for us to buy another fob to get the packaging code then needed to initiate the re-programming. Not cheap. Maybe today with tech moving forward it can be done by independent guys without needing that code.

I dug the old fob shell out of the trash, I can’t see where the chip might be…maybe molded into the plastic? If so it would explain why the new fob shell with the old button circuit board would not work.
I may resort to buying another valet key from the dealer and attach to the new fob to at least have lock/unlock — if I recall right even the valet key was $250 with a new fob being closer to $450. I’ll get a quote tomorrow.

The transponder chip is inside a glass cylinder and it looks like a large grain of rice. This eBay listing has a good picture of the transponder: https://ebay.us/m/ghflvE Look for "ID48 Volvo transponder" if the listing is gone.
The transponder is buried in adhesive near the switchblade pivot on the top half of the key and it is very easy to break the glass when digging it out of the glue.

These are two separate circuits. Immobilizer chip is MegaMos Crypto ID48, the remote fob is I forgot what. ID48 rarely fails, but fails. The blank chip itself was like $2 last time I looked, but Volvo upcharges you a lot.
