740 1991 spedo problem
When I turn on the car to on the needle goes up to around 30mph, the problem is in the harnes but what wire. I know it is not a cluster problem because I swaped out the cluster. When I drive it regesters the speed well.

Welcome to Matthew's Volvo Site.
First check the wiring from the sensor in the differential. Make sure the terminals are secure and clean and the wires aren't frayed.
Next check the instrument cluster earths (grounds) under the dash and in the right footwell. There were some 700s registering up to 60 mph while sitting still and the earths were the cause of the problem. My 740 didn't register a speed when stationary but it did turn the trip mileage. One morning it registered 3/10ths of a mile without turning a wheel.
Bill.
