I had taken the cover off for the spark plugs and found out that a lot of my coil wires are no good due to heat and have on order to replace.
My questions is at the back of the block where harness comes in there is on additional wire (white plastic) push on type about 3 inches long
I can not see where this wire goes to

That white/red stripe wire is a test socket, getting 12v there means the coils are getting power.
Those wires on the top of the head shorting out is very common, they dry out, and vibration rattles off some of the insulation. Volvo has come along way from the mid 80's when they were the first manufacturer of biodegradable wire insulation. Remember lifting the hood of my 240 when it was about 6 years old and most of the wiring under the hood had no insulation left, it was like a season change, such as fall, suddenly poof, no insulation. The connectors to will start to crack. Not designed to take all of that heat.
Saw your post on the throttle sensor, it could be oil logged, but rule out the coil wires first, the oil in the intake, could be that the crank case ventilation system is plugged up, have you look at the flame trap? Be sure all of those hoses to the oil separator and intake are attached and not clogged up.

What would plug in there? multimeter, or test lamp?
what would that tell me then?

I really need a good manual, lots of info on net but I would think manual would cover all, know of free online or place to buy one for the 95 volvo 960.
I will troubleshoot more when I get wires order 1 week ago, but got new coil connector plugs from dealer in 2 days $1.25 ea.
